well, its true that this year things are tougher.....its very competitive.....so many applicants with outstanding credentials.....Sincce you applied very late...thats also one reason...why you are getting rejections....moreover what your resident friends have told is true...step 3 does not makes much difference unless you want to do program on H1 visa....these people do the preliminary filtering by looking at your scores and year of graduation...once you are filtered out...thats all...thay are not bothered about our observership and LOrs...etc....

My situation is also like yours...but am a 2000 graduate with 90/99/CS one attempt/ ECFMG certified
